The aim of the project is to create and operate the Jean Monnet Transcarpathian Center for Studying European Development Strategies (hereinafter - JMTC) at SU ‘Uzhhorod National University’.

The JMTC activities will be aimed at studying, using, and implementing the best practice of the EU neighbor countries located in the Carpathian region, by analyzing competitive EU strategies and creating specific scientific products to be adopted at the regional level and the level of UzhNU educational and scientific activity, within the basic provisions of the EU-Ukraine Association Agreement implementation. At the same time, the best forms and working methods of the neighboring EU countries will be introduced to implement by the strategy ‘Europe 2020’, to intensify and increase the efficiency of cross-border cooperation, especially in the field of education and science.

The following scientific directions will be investigated:

1. The EU strategies for developing effective operations to ensure security in society by developing ways to improve the quality of human capital based on the experience of public authorities’ functioning in the EU countries.

2. Current aspects of cross-border cooperation and regional development after Ukraine obtained a visa-free travel regime with the EU in the context of modern migration processes. Based on research, effective models and mechanisms of regional policy implementation and management decision-making will be developed.

3. Studying the EU best practices of public and state authorities and local self-government interaction in the process of administrative decision-making and deepening public communication with the state.

4. Developing the concept of enhancing the European studies' effectiveness, implementing innovative approaches, ensuring mobility and cooperation in higher education, supporting young people in employment on the basis of the EU best practices and strategies, full and successful accession of Ukraine to the European educational and scientific space.

Implementation of the scientific project will ensure:

- research on European and Euro-Atlantic issues;

- development of educational and methodological guidance for European studies (educational activity);

- dissemination of knowledge, accumulation and use of the documentary resources on European and Euro-Atlantic integration through cross-border cooperation with the EU neighbor countries.

The goals and activities of TCJM will be realized through:

• Functioning of the Creative System Research Laboratory.

The results of the creative laboratory will be:

• publication of monographs on the results of the project, textbooks, scientific collections and other information and publicity and educational products;
• development and implementation of educational and methodological complex of materials into the educational process of higher education institutions in the relevant direction of the conducted scientific researches;
• development of Uzhhorod National University Development Strategy for the period 2021 - 2030.

The study will develop recommendations on the implementation of EU competitive strategies, in particular: on foreign and security policy, regional policy on cross-border cooperation (educational and scientific aspects), demographic and migration processes, communication strategy, higher education strategy, and creation; the competitive scientific products for implementation of practical activity at the state level, regional level, educational activity of higher education institutions, and awareness of people.

2. Functioning of the informational and consulting training office.

The office will be engaged in the preparation of programs and pieces of training on the Europeanization of the public administration system, the formation of professional scientific potential, oriented towards Europeanization and innovation.

Participants in the training will be civil servants, employees of local self-government bodies, heads of public organizations and activists of the public sector.

As a result of the training sessions, information, and teaching materials will be developed for the above-mentioned target groups.
