On November 16-20, 2021 the Jean Monnet Transcarpathian Center (JMTC) hosted Training Cycle ‘Europeanization of the System of Public Administration, Formation of Professional Human Resources Potential Focused on European Integration’ which was held as part of the scientific project ‘Jean Monnet Transcarpathian Center for Studying European Development Strategies at Uzhhorod National University’. The purpose of the training sessions was to increase the general level of knowledge and gain relevant practical experience in the implementation of European strategies for the development of applicants of all levels of higher education in relevant specialties, specialists of local governments concerned with European and Euro-Atlantic integration.
The target audience of the training was representatives of regional authorities and deputies of local self-government, masters of ‘Public Administration’ (Faculty of Social Sciences) and ‘International Relations, Public Communications and Regional Studies’ (Faculty of History and International Relations) of Uzhhorod National University.
The manager of training activities, Doctor of Science in Public Administration, Professor Olha Rudenko (Kyiv) worked in the Training Office of the JMTC. The training took place in the format of a video conference.
The Project Manager of the ‘Jean Monnet Transcarpathian Center for Studying European Development Strategies at Uzhhorod National University’, Director of the Educational and Research Institute of European Integration Studies Ivan Artyomov, Doctor of Science in Public Administration, Professor of Political Science and Public Administration, Director of the Institute of Political Regionalism of Uzhhorod National University Marian Tokar, members of the project team: Head of the Department of International Studies and Social Communications Vitaliy Andreyko, Head of the Department of International Relations Oksana Sviezhentseva, Deputy Head of the Department of International Relations Anna Havryliv, Director of the Center JMTC Petro Tokar, Leading Specialists of the Educational and Research Institute of European Integration Studies Lyudmyla Sereda, Svitlana Zub and Yana Chizhmodiy took part in the opening of the Training Cycle.
Leading experts and consultants of the scientific community of Ukraine on local self-government and regional policy, city management, specialists in the development of educational and training programs for the development of the public administration system were involved in the pieces of training.
Expert-consultant on local self-government and regional policy, regional local lore, Doctor of Science in Public Administration, Laureate of 7 regional prizes and awards in the field of journalism and local lore Ihor Kozyura acquainted the audience with the concept of local self-government in the European dimension, its European standards and latest technologies and practices of municipal reforms in European countries.
Tetyana Vasylevska, Doctor of Science in Public Administration, Expert of the Council of Europe Program on Transparency and Ethics shed the light on the value context of the European dimension of Ukrainian realities.
Volodymyr Vakulenko, Candidate of Science of Public Administration, Honored Worker of Education of Ukraine conducted training on development management in the system of local self-government, innovative tools for ensuring ‘good governance’ at the local and regional levels in the format of live communication with students.
The topic of the training of Olga Berdanova, Candidate of Economic Sciences, Author of patents and copyright certificates, founder of the introduction of strategic urban development planning in Ukraine, was ‘Local |Democracy, Involvement of People in Local Affairs in Europe’.
The participants were interested in the topics of change management models and methods, values and leadership skills of a modern manager, which were discussed by students under the guidance of Candidate of Science in Public Administration, Consultant on local self-government and city management, theologian Oleksandr Tytarenko and Candidate of Science in Public Administration, trainer of the training company ASK Hryhoriy Borshch.
Candidate of Science in Public Administration, First Deputy Director of the Center for Adaptation of the Civil Service to the Standards of the European Union Julia Lykhach talked with employees of local self-government bodies, in particular members of the Kholmok United Territorial Community of the Zakarpattia region headed by Tetyana Vachylya and employees of the Department of European Integration of the Zakarpattia Regional State Administration, headed by Oleksandr Bilak.
The survey conducted among the participants after the training showed great students` interest in this form of communication with experts and the acquisition of relevant knowledge in the chosen specialty. It should be noted that such training will take place annually until 2023 within the framework of the international project ‘Jean Monnet Transcarpathian Center for Studying European Development Strategies at Uzhhorod National University’.
